The Annual Parochial Church Meeting (APCM) is held in every Church of England parish between 1 January and 31 May to elect churchwardens, PCC members, and Deanery Synod representatives, and to review parish governance and accounts.
Purpose and Structure
The APCM serves as the main annual meeting for parish governance. It typically consists of two meetings held together:
Meeting of the Parishioners (Annual Vestry Meeting) – Focuses on electing churchwardens. This is the only business conducted at this meeting. See Notice here
Annual Parochial Church Meeting – Elects members to the Parochial Church Council (PCC) and Deanery Synod, reviews the parish electoral roll, and discusses parish reports and finances. See Notice here
Electoral Roll
Every parish must maintain a church electoral roll, which is revised or renewed before the APCM. Louise Douglas is our Electoral Roll officer and posted a notice on the church door on the 8th February to say that the roll was open for revision, closing on the 1st March to enable the revised roll to be published ready for the APCM on the 22nd. The revised roll was posted on the Church Notice Board on the 8th March. There are 130 names on the roll, up from 118 names at the revision last year.
Elections and Declarations
Churchwardens are elected annually at the meeting of parishioners. See Nomination form here
PCC and Deanery Synod members are elected at the APCM. See Nomination Forms for PCC here and Deanery Synod here.
Nominees must confirm they are not disqualified from holding office and sign declarations of eligibility as charity trustees.
Governance and PCC Meetings
The APCM reviews parish governance, finances, and reports from the PCC.
PCC meetings are quorate if the majority of members present are lay members, and the PCC may conduct business by correspondence if approved by the chair.
The APCM is a key event in parish life, ensuring transparent governance, proper representation of laity, and compliance with Church Representation Rules. Proper planning, notice, and adherence to rules are essential for a smooth and legally compliant meeting.
